Rice rejects idea of
American decline, reflects on lessons of
the past eight years
"We
Americans engage in foreign policy because
we have to, not because we want to, and
this is a healthy disposition-it is that
of a republic, not an empire. There have
been times in the past eight years when
we have had to do new and difficult things-things
that, at times, have tested the resolve
and the patience of the American people.

or even well understood....Yet I find that
whatever differences we and our allies have
had over the last eight years," writes
Secretary of State Condoleezza Rice.
